Commercial property and business-income policies do not automatically cover every loss caused by an off-premises utility interruption. Utility services endorsements can extend coverage when covered damage to specified utility property away from your premises interrupts service. Direct-damage coverage addresses covered physical damage to your property caused by the interruption, while time-element coverage addresses qualifying business income and extra expense losses.
Why Utility Services Coverage Matters
Many businesses assume that if a storm, fire, or other covered event knocks out power, their property and business-income coverage will simply respond. The problem is that the location of the physical damage can change the answer. If the damage happens to a utility’s substation, transformer, water main, communication facility, or other off-premises service property, the standard policy may not respond the same way it would if the damage occurred at your own building.
That distinction can be expensive. A restaurant can lose refrigerated food while the building itself is untouched. A manufacturer can lose production because a substation fails. A medical or professional office can be unable to operate because internet or phone service is interrupted. A retailer can lose sales during a prolonged outage even though there is no damage to its own premises.
This is why utility services coverage should be reviewed as two separate questions: Did the interruption physically damage your property? and Did the interruption stop or reduce your operations and cost you income? Those losses may require different endorsements.

The business can be shut down even when the building looks perfectly fine
That is the core gap. A business may be unable to operate for hours or days because of damage miles away. Without the appropriate off-premises utility-services coverage, the fact that the outage was caused by a storm or another covered peril does not automatically make the resulting loss covered.

If a covered cause of loss damages electrical equipment, wiring, plumbing, or other insured property at your location, the claim is evaluated under the property coverage and exclusions that apply to that equipment and cause of loss. Equipment breakdown may also be relevant when the failure is mechanical, electrical, or pressure-related rather than caused by an external covered peril.
Damage away from your premises
Utility-services coverage is especially important when the physical damage occurs away from the insured location—for example, at a generating plant, substation, transformer, pumping station, water main, or communications facility—and the resulting interruption causes a covered loss at your business.
The exact definition of covered utility property varies by form. Do not assume every pole, line, pipe, station, or provider is automatically included.

Direct-damage coverage can extend commercial property insurance to covered physical loss or damage to your insured property caused by an interruption of scheduled utility services resulting from a covered cause of loss to qualifying off-premises utility property.
Think of a power outage that causes covered damage to sensitive equipment or inventory. The important point is that this endorsement is aimed at the physical property loss.
Utility Services — Time Element
Time-element coverage can extend business income and/or extra expense protection when a qualifying utility interruption suspends operations. This is the coverage that may matter when the business loses revenue or incurs extra expense while waiting for service to be restored.
Having direct-damage utility coverage does not automatically mean you have time-element coverage. Businesses that depend heavily on continuous utilities should review both.

Which Utility Services Can Be Covered?
Depending on the endorsement, coverage may be scheduled for one or more categories such as:
- Power supply services: electricity, steam, or gas supplied through qualifying utility property.
- Water supply services: property such as pumping stations and water mains that supply water to the premises.
- Communication supply services: qualifying telephone, radio, microwave, television, fiber, or other communications infrastructure.
- Wastewater removal services: available under some time-element forms for qualifying wastewater systems.
Coverage can differ dramatically depending on what is checked or scheduled on the endorsement. A business that depends on internet access should not assume a power-only endorsement also protects communications outages.
Why Overhead Transmission Lines Matter
This is one of the easiest details to miss. Some utility-services forms allow the policyholder to include or exclude overhead transmission lines. That distinction can be significant after wind, ice, falling trees, or other events that damage lines rather than a generating station or substation.
If your business is buying utility-services coverage because outages from downed lines are one of your biggest concerns, verify that the form actually includes those lines. The endorsement schedule matters as much as the coverage name.
Which Businesses Should Review Utility Services Coverage?
Any operation that would suffer a meaningful financial loss from a prolonged utility outage should review the exposure. Examples include:
- Restaurants, grocery stores, and businesses with refrigerated or frozen stock.
- Manufacturers and machine shops that cannot operate without power.
- Medical, dental, and professional offices dependent on electricity, internet, and communications.
- Retail stores and service businesses that cannot process transactions or serve customers during an outage.
- Hotels, assisted living operations, and other businesses with significant water, power, or climate-control dependence.
- Warehouses and distributors with temperature-sensitive inventory or automated systems.
Restaurants should also review restaurant insurance endorsements and overlooked coverages, including spoilage and equipment breakdown. Those coverages solve different problems and can work alongside utility-services protection.
What to Check on the Endorsement
- Which utility services are actually scheduled?
- Are overhead transmission lines included?
- Which causes of loss can trigger coverage?
- Do you have direct-damage coverage, time-element coverage, or both?
- What limit applies to the direct physical damage?
- What waiting period or time deductible applies to business-income coverage?
- How long can the business realistically operate without the affected service?
- Are spoilage or equipment-breakdown losses addressed elsewhere in the program?
The answers should reflect your actual operation. A generic utility-services endorsement can still leave the most important exposure uninsured if the wrong service, line type, cause of loss, or coverage part is omitted.
